Raul Giuglea – From TV Journalism to Institutional Public Communication

With a career spanning more than two decades, Raul Giuglea has built a professional profile at the intersection of journalism, television, public communication and public administration. At Observator de Constanța, where he worked until June 2005, he served as a reporter for the Social Affairs and Events sections before becoming coordinator of the Investigations section. The year 2017 marked a significant change in his professional career. In February, Raul Giuglea became spokesperson for the Romanian Ministry of Justice, a position he held until September of that year.

According to his CV, his responsibilities included developing the ministry’s communication strategy, promoting the activities of its subordinate departments, drafting press releases, managing social media pages and coordinating communication with subordinate institutions.

Broadcast weekly in prime time, the programme approached current affairs from a socio-economic perspective and featured guests particularly from the academic community. According to his CV, the programme established a notable presence within the channel’s schedule, particularly through its coverage of economic and social issues.

Alongside his work as a television host, Raul Giuglea served as a programme and news editor, with responsibilities including the selection and verification of information, editorial clarity, grammatical accuracy and the public relevance of broadcast content.

Spokesperson in central government

Since 1 September 2023, according to the CV provided, Raul Giuglea has served as spokesperson for Romania’s Ministry of Labour, Family, Youth and Social Solidarity.

His responsibilities include developing the communication strategy and visual identity manual for the ministry and its subordinate institutions, reorganizing communication channels, drafting and editing press releases and graphic materials, and maintaining an open and transparent relationship with journalists covering the ministry’s activities.

His work also involves giving interviews and live radio and television appearances, advising the minister on public appearances, organizing press conferences and public events, and coordinating communication for major projects.

His CV specifically mentions his involvement in the communication activities surrounding the SCI2000 project, described as a major European social inclusion project developed in cooperation with World Bank experts and several institutional partners, including the Ministry of Health, the Ministry of Education and the National Agency for Payments and Social Inspection.

Academic and professional background

His professional career is complemented by academic studies in administration and communication. Raul Giuglea attended the “George Pruteanu” Faculty of Journalism and Communication Sciences at Andrei Șaguna University between 2002 and 2006. His CV indicates that the programme was not completed with a final degree examination.

Between 2019 and 2022, he graduated from the Faculty of Administration and Business at the University of Bucharest, earning a bachelor’s degree in Administrative Sciences. He subsequently completed a master’s programme in Administration and Public Policies in the European Union at the same faculty between 2022 and 2024.

Since October 2025, according to his CV, he has been pursuing another master’s degree, this time in Communication and Public Relations at SNSPA – the National University of Political Studies and Public Administration.

His professional training is complemented by certifications and courses in a variety of fields, including professional training, ECDL digital skills, professional photography, graphic design, operation of unmanned aircraft in the UAS A1/A3 category, and specialist training for journalists reporting from conflict zones. He also holds driving licences for categories A and B.

The digital skills listed in his CV include Microsoft Word, Excel, PowerPoint and Project, as well as CapCut, WordPress, Photoshop, Lightroom, Canva and qGIS. His English-language proficiency is listed at B2 level.
